GS_FAST_LAUNCH=1 shouldn't be used on GFX11 but it's still needed for
dGPUs (eg. NAVI31) because it destroys performance for unknown reasons.
On RDNA3 APUs, GS_FAST_LAUNCH=2 seems to be required for working
mesh shaders and performance is fine. There is possibly a firmware bug
on APUs that would explain why GS_FAST_LAUNCH=1 doesn't work on Phoenix.

Developers can limit supported modifers to a single
modifier provided in INTEL_MODIFIER_OVERRIDE environment
variable for debug purposes. For example, setting it
makes Vulkan CTS only run modifier tests against the
specified modifier instead of all modifiers in production
code.

This was useful for experimenting it on RDNA2 and during RNDA3 bringup,
but now the support is rock solid on RDNA3 and it's useless to keep the
RADV_PERFTEST=ngg_streamout option.

It's been a very long time since this was useless because dmesg
required sudo access for a while.
This will be replaced by the new GPUVM fault interface which allows
to query from the kernel directly instead of trying to parse dmesg.

MESA_VK_DEVICE_SELECT_FORCE_DEFAULT_DEVICE=1 is useful but it's tedious
to type. This commit extends slightly DRI_PRIME/MESA_VK_DEVICE_SELECT
syntax support: if "!" is appended at the end then only the selected GPU
will be made visible to the application.

Hidden behind `RUSTICL_ENABLE=fp16` for now as the OpenCL CTS doesn't have
enough fp16 tests at the moment. There has been a lot of work on it though,
so hopefully we can enable and verify it soon.
Additionally libclc also misses a bunch of fp16 functionality, so most of
the tests would also just crash.
However this flag is useful for development as it already wires up most of
the code needed.

Add a debug flag to disable write-combining as a performance hack. This may help
diagnose slowness with glReadPixels() heavy workloads like screen capture.

Since we are disabling mesh, which has issues with gpl, enable gpl by
default now, leaving the renamed environment variable as a way to
